Summary

Amid the climate crisis, urgent actions are needed to enhance awareness and build capacity for swift transformation to combat climate change. The construction industry, responsible for nearly 40% of greenhouse gas emissions, with another 10-20% stemming from embodied emissions, remains a key sector in climate change mitigation efforts. However, a critical obstacle hindering this transformation is the shortage of skilled workers. 

The New European Bauhaus Academy Alliance (NEBA Alliance) aims to democratise access to high-quality training in sustainable construction, addressing an important skills gap—over 75% of EU companies report difficulties in this area. Led by Primorska University in Slovenia, the NEBA Alliance, along with 14 partners across Europe, seeks to establish a strong international network, fostering innovation and collaboration in the construction ecosystem, and ensuring compliance with European legislation.

By prioritising bio-based solutions and embracing circular construction practices, the project intends to empower and reskill construction workers. The project aspires to create regional hubs across Europe, promoting collaboration and knowledge exchange, while also addressing the growing demand for skills and education.

The NEBA Alliance aims to establish an international network to make high-quality training accessible to professionals across Europe and neighbouring regions, with key objectives including:

  • Initiate and codesign the NEB Academy with an international Alliance of relevant educational actors and training providers, always complying with European legislation, and fostering innovation and collaboration in the building ecosystem. This includes creating an online collaborative platform for the NEBA Community of Practice (CoP) to share knowledge and training resources on circular, bio-based processes, enabling collaboration among educators, practitioners, and decision-makers to co-create innovative training approaches, as well as to match learners with trainers.
  • Establish and onboard a network of top NEBA Alliance Hubs to kickstart training initiatives in sustainable construction practices and secure international recognition via certification. The NEBA Alliance fosters the cross-regional sharing of expertise and finest practices, hastening upskilling and reskilling in the construction industry, with a specific emphasis on SMEs and mid-sized enterprises.
  • Build up the CoP and set the foundation for a Skills Agenda and Policy Roadmap, guiding implementation of the Green Deal, Renovation Wave, Circular Bioeconomy and related policy initiatives. The aim is to facilitate the development of a structured, tailored, and high-quality co-created offer of training services, curricula, and programmes.
  • Attract the target groups to the CoP through dissemination, exploitation, and outreach by engaging all priority stakeholder communities in construction, engineering, architecture, and planning, and connecting educators and trainers to facilitate the widest possible rollout across the entire construction ecosystem.

With bio-based solutions and circular construction practices, the NEBA Alliance expects to revolutionise the industry: 

  • Integrate bio-based research and innovation further in the construction ecosystem, aligning the Circular Economy approach with digital transformation. 
  • Leverage the twin green and digital transformation of the construction sector to generate sustainable employment opportunities in both urban and rural areas. This can represent a significant contribution to the EC’s target of training 3 million workers in 5 years by 2030.
  • Attract young talent and professionals from diverse disciplines by offering training through a digital platform and applying innovative pedagogies, ensuring accessibility in both urban and rural areas across the EU.
  • Upskill and reskill the workforce in SMEs and mid-caps for sustainable construction, with a special focus on bio-based materials by maximising resource efficiency, fostering awareness, skills, and commitment, and creating a resilient workforce prepared for the future of the construction industry.
  • Extend the lifespan of bio-based products by up to 50 years through a Circular Economy approach, reducing waste generation and resource depletion, thereby contributing to a more sustainable and environmentally friendly construction industry.
  • Establish a formal New European Bauhaus Academy network, with a clear definition of its concept and business model, ensuring more workers are trained and companies are ready to invest in up/reskilling.
  • Raise public awareness and acceptance of the principles of sustainable construction in all its facets in European society.
  • Support market adoption growth and adoption of scalable bio-based and circular solutions, while contributing broadly to key policy initiatives in Europe.

By addressing skills gaps, encouraging innovation, and encouraging collaboration, the NEBA Alliance aims to move the industry toward a greener, more prosperous future, where products and people meet the needs of the planet by accelerating the sustainability transition of the built environment and reducing GHG emissions from buildings.
